Los Angeles Could Become Marijuana Capital of the World

Voters in November approved #recreationalmarijuana in the Golden State, where medical marijuana has been legal since the 1990s. That decision will propel #California as a whole and Los Angeles in particular into position as the legal marijuana capital of the world, predicted Adam Bierman, CEP of MedMen, a Los Angeles company that works with the cannabis industry. “The #financial industry has Wall Street, the #tech industry has Silicon Valley, and the cannabis industry will soon have Los Angeles,” he wrote for CNBC. “No disrespect to Denver, but #LosAngeles is about to come out of the shadows and steal the spotlight.” People spend about $30 billion a year on #cannabis already across the United States, according to a 2016 report from the Cowen Group, a #marketing firm in New York City. However, only about one in every five dollars gets spent on legal #marijuana, with the rest going into the “black market.” With recreational marijuana legalized in California, much of that business will move to state-licensed businesses, the report predicted.

At the city level, Los Angeles leaders are in the process of creating a licensing program for recreational marijuana #dispensaries that should allow businesses to begin operation in early 2018.

Bierman also made two more predictions for marijuana.

Prime time television, which rarely is cutting edge on cultural trends but often picks up on them, will develop a prime time show that incorporates legal, recreational marijuana. Unlike previous shows, the program will not focus on the illegal #drug trade but rather on marijuana as a legitimate business.

A major #sports team will endorse the use of cannabis. Players using marijuana has been a part of professional sports for decades, and often resulted in suspensions. However, with cannabis becoming legal in more states, more people are coming around to the idea that cannabis can help athletes deal with pain. Can a team be far behind?

A study released this week shows that #Oregon residents, by an overwhelming majority, feel working with the #marijuana industry does not damage the reputation of financial institutions. The survey also indicates #banks and credit unions might enhance their standing and attract new customers in Oregon by working with the cannabis industry.

Researchers surveyed 800 Oregonians between Nov. 10 and Nov. 17. Some of the findings included:

44 percent said their view of a #financial institution would actually improve if it did business with marijuana-related companies.

Only 12 percent said they would view a bank negatively if it provided services to a marijuana-related business.

Marijuana proved more popular than other industries among respondents, who said they would view a #financial institution more negatively if they worked with “big box” stores (25 percent), #pharmaceutical companies (38 percent), oil companies (41 percent) and #tobacco companies (48 percent). Among those 35 years old or younger, 88 percent said they view the #cannabis industry favorably and 62 percent said their view of a financial institution would improve if it worked with the marijuana industry.

Only 38 percent saw federal laws making marijuana illegal as a good reason for a bank or credit union not to do #business with a marijuana-related company.

Are the attitudes of those in the survey reflective of other states where marijuana is legal? His readers also knew him as a man who enjoyed using cannabis, which he made clear in many of the magazine articles and books he wrote. “I have always loved marijuana,” he once famously said. “It has been a source of joy and comfort to me for many years. And I still think of it as a basic staple of life, along with beer and ice and grapefruits – and millions of Americans agree with me.” No wonder, then, that with #recreationalmarijuana now legal in his home state of #Colorado, his widow has decided to create a new strain of cannabis based on the famous writer’s personal stash. Anita Thompson has saved six different kinds of #cannabis smoked by her late husband and plans to regrow them to create a new strain of cannabis.

Not surprisingly, it will be sold under the name Gonzo.

According to Rolling Stone magazine, Thompson’s widow, Anita, decided to save six strains of the writer’s favorite cannabis that she is now working with a #marijuana company to regrow. She said she has been approached over the years to allow people to put her late husband’s name or likeness on a cannabis product, but she always said, “No.” After spending the first decade after his death “preserving his literary legacy,” Anita Thompson said she started to look into what she could do with the cannabis. She also recently purchased Owl Farm in Colorado, where Thompson lived for many decades (the #farm previously was owned by a trust set up by Thompson). Anita Thompson plans to use money made through the cannabis venture to turn Owl Farm into a private #museum and writer’s retreat, beginning as soon as May 2017.

The product, based on cannabis Thompson enjoyed, will join a list of other #celebrity marijuana ventures. They include brands of cannabis sold by Snoop Dogg and Willie Nelson, as well as #CBD products from Whoopi Goldberg and Melissa Etheridge.

The Impact of Proposition 64 on Medical Marijuana, Tax Spending in California

With the passing of Proposition 64 in California legalizing recreational #marijuana, most observers expected a big drop off in patients for doctors who prescribe #medicalmarijuana.

However, just the opposite has happened. Because recreational marijuana will not become available in the state until early 2018, more people have turned to doctors in order to obtain #cannabis.

Dr. Deborah Klaisle, lead physician at 420 Med Evaluations in California, told the Sacramento Bee she believes more people are coming to her clinic because they feel marijuana is “more legitimate” with the passage of Proposition 64.

Other #doctors have reported a similar increase in business this past month. Voters approved the proposition on Nov. 8.

However, many think the surge in patients could prove temporary. Some look to #Colorado for indications of how the business will change over the next few years as recreational marijuana becomes available. The number of people who had medical marijuana prescriptions in Colorado dropped from about 128,000 to about 102,000 as the state began to allow recreational marijuana sales in 2014.

As doctors deal with more medical marijuana patients, public officials are preparing for a bonanza of tax dollars in the wake of Proposition 64’s approval.

The Golden State expects to bring in as much as $1 billion in tax revenue once #recreationalmarijuana retails outlets are up and running. Both medical and recreational cannabis sales come with a 15 percent excise tax paid to the state.

The state law gives #California officials the leeway to impose additional taxes. They include a $9.25 per ounce cultivation tax on cannabis growers and $2.75 per ounce for marijuana leaves.

Additionally, counties and cities within the state can choose to impose #taxes of their own.

The one group exempt from the excise tax are medical marijuana users who register with the state and obtain a medical marijuana card.

Microsoft has quietly entered into the cannabis business, partnering with a California #software company to offer governments a system that tracks marijuana #sales and compliance issues.

The partnership combines Los Angeles-based Kind Financial’s software for tracking production and sales of cannabis with Microsoft’s Azure Government Cloud. The goal is to contract with local and state governments where #marijuana is legal, providing officials with a simplified way to keep track of #tax payments and cannabis production.

Government agencies at the state and local level face a complex task with marijuana regulation and tax collection. Not only is the legal marijuana #business relatively new, but #cannabis remains an illegal #drug under the federal Controlled Substance Act. This means few financial institutions will make loans or handle business transactions for marijuana-related companies.

Because of this, many cannabis retailers work in cash-only transactions. Some install ATM machines on their property to make it convenient for customers. In this environment, Kind Financial offers its software system to track production and sales, both for private retailers and government agencies.

Called Agrisoft Seed to Sale, the Kind Financial software allows companies and #government agencies to track costs from the production stages of marijuana to the sale of the product in dispensaries. The software also ensures operations comply with government regulations. 
For government officials, the software allows them to track all licensed marijuana #growers and sellers, ensuring a company doesn’t produce marijuana that disappears into the black market to avoid taxation.

Microsoft entered into a partnership with Kind on the government side of the business. The #tech giant plans to include the software in the suite of services it offers governments through the #Microsoft Azure Government Cloud.

Leasing property to marijuana businesses shows such promise that the first marijuana industry-related business to get listed on the New York Stock Exchange, San Diego-based Innovative Industrial Properties (IIPR), is a real estate #investment trust that leases large warehouses to #medicalmarijuana growers.

Marijuana grower Chris Abbott told Bloomberg News it took him six months of searching to find a suitable space for his cannabis operation in the Portland, Ore., area. His ultimate choice was a 10,000-square-foot building on the outskirts of the city. Abbott owns Botanica, an edible marijuana company. He wants to expand into #Oregon from his base in adjacent #Washington.

The impact of #marijuana on industrial real estate already has played out in #Colorado, where voters approved recreational use of marijuana in 2012. Sales began in 2014.

The burgeoning real estate market tied to marijuana also has led to companies specializing in listing commercial #property that can be used for the #cannabis industry. A month after the #election, marijuana legalization advocates still await some clear indication of President-elect Donald Trump’s official stance toward legal cannabis.

Still, concerns continue to grow among marijuana proponents about how a #Trump Administration will address legalized #cannabis. They are especially troubled by Trump’s planned Attorney General nomination of Alabama Sen. Jeff Sessions, a vocal opponent of marijuana legalization.

However, some say there remain plenty of reasons to stay optimistic even as others voice concern over the future of legalized marijuana under Trump.

Looking at past comments from Sessions, the potential that legalized #marijuana could face challenges seems very real. The 69-year-old Sessions, who could become the top #lawenforcement official in the country, has “a long and antagonistic attitude toward marijuana,” reported Politico.

In April 2016, Sessions said during a #Senate hearing on #drugs that the country needs “grownups” in charge who send the message that “marijuana is not the kind of thing that ought to be legalized.” He later added, “Good people don’t smoke marijuana.” Voters have made marijuana legal for #medical use in a majority of U.S. states and for recreational use in seven states and the District of Columbia. Voters in Maine also narrowly approved recreational marijuana, although a recount is expected to begin this month.

Under federal law, marijuana remains listed as a Schedule I drug under the Controlled Substance Act. These drugs, according to the federal Drug Enforcement Administration, are defined as “drugs with no currently accepted medical use and a high potential for abuse.” Robert McKenna, the former attorney general of Washington, told KIRO 7 in #Seattle that the issue will come down to priorities for Sessions. He noted that any action by Sessions against states would result in a long legal battle.

The 69-year-old Sessions, who could become the top #lawenforcement official in the country, has “a long and antagonistic attitude toward marijuana,” reported Politico. In April 2016, Sessions said during a #senate hearing on #drugs that the country needs “grownups” in charge who send the message that “marijuana is not the kind of thing that ought to be legalized.” He later added, “Good people don’t smoke marijuana.” Voters have made marijuana legal for #medical use in a majority of U.S. states and for recreational use in seven states and the District of Columbia. Voters in Maine also narrowly approved recreational marijuana, although a recount is expected to begin this month. Under federal law, marijuana remains listed as a Schedule I drug under the Controlled Substance Act. These drugs, according to the federal Drug Enforcement Administration, are defined as “drugs with no currently accepted medical use and a high potential for abuse.” Robert McKenna, the former attorney general of Washington, told KIRO 7 in #seattle that the issue will come down to priorities for Sessions. Now that voters have legalized #marijuana in seven more U.S. states, it’s natural that people want to move ahead and take advantage of their new right to purchase cannabis legally.

Except that you can’t do that. Not yet, anyway. And in most cases, the wait could last until 2018.

Here are some estimations on when marijuana will be available in the states that just legalized it in the November election.

First, the four states that legalized recreational marijuana.

California
Medical marijuana is already legal in #California. However, state officials will not have the process set up to grant licenses for recreational marijuana #dispensaries until January 2018. 
Massachusetts
The problem? Finding a place to buy it, because there isn’t one yet. And there won’t be until at least the start of 2018, giving state officials time to iron out the process of licensing retail dispensaries. 
Maine
The #vote to legalize recreational marijuana in #Maine passed by such a close margin that a recount is now underway. Officials expect the recount, which will start Dec. 5, to last four to six weeks.

Nevada
Much like #Massachusetts, residents of #Nevada can legally possess small amounts of marijuana very soon (in Nevada’s case, Jan. 1, 2017) but there are no legal places to buy it. However, officials in Nevada are reacting differently. They want to quickly get recreational sales legal to avoid creating a large black market of #cannabis sales. 
Medical Marijuana States

In #Florida, voters expanded #medicalmarijuana to people with a wider range of medical conditions, but it will take the state Legislature, which meets in 2017, to iron out exactly how it will work. 
In Arkansas and North Dakota, voters also approved medical marijuana sales. Arkansas plans to have a commission set up to review license applications from dispensaries by June 2017. North Dakota marijuana advocates expect it to take nine months to a year before dispensaries are open and licensed by the state.

Anyone who has ever tried marijuana knows one of the happy effects is that things seem, well, more #funny. Sometimes much more funny. Sure, cannabis can elevate your mood, as can other stimulants, but what about those uncontrollable gusts of laughter?

One study, published in the journal of Experimental and Clinical Psychopharmacology, found that THC activates more blood flow to the right frontal and left temporal lobes as well as the cerebellum. The first two are associated with laughter.

An increased blood flow to those regions means more activity, and more activity may mean more chance of laughter.

Studies also have shown that #THC binds to the receptors in your brain that send and receive electrical impulses, giving you that “high” feeling and elevating your mood. How elevated? Well, some studies have shown that the affect is strong enough to help fight off #anxiety and even helped those who suffer from #depression.

While increased blood flow and affected brain receptors can make a change in your tendency to get #happy and laugh, another factor is the simple fact that laughter is contagious.

Most people use #marijuana in a social setting, meaning that when a person finds something funny, you likely will find it funny, as well. As legalized marijuana continues to gain support across the United States, #investors have become increasingly interested in backing start-ups in the growing industry.

Some in the U.S. have expanded their research into foreign markets. One country that seems ripe for #investment is Australia, where the government approved the production and sale of #medicalmarijuana this year.

However, #Australia plans to take a tightly regulated approach to legalized marijuana, as some jurisdictions have done in the U.S. They also are expected to move slowly, with potentially complicated licensing procedures and high-cost regulatory fees.

That approach could make it difficult for start-ups and likely will create a playing field for well-funded, larger companies. “There won’t be much of an opportunity for small-scale, or family farm-style #farmers to cultivate medical #cannabis,” Blaise Bratter, of Australian consultancy BuddingTech, told Marijuana Business Daily.

The Australian parliament legalized marijuana in February 2016 with an amendment to the country’s Narcotic #Drugs Act. The amendment allows, for the first time, the growing of #marijuana in Australia for medicinal purposes and scientific #research.

Part of the support for the law change came from a group called United in Compassion. Lucy Haslam started the organization after her son, Daniel, used marijuana to help ease the pain of his terminal bowel #cancer. After his death, she began to lobby the #government to make medical marijuana legal.

Minister for Health Sussan Ley, at the time of the vote, called the change “an historic day for Australia” and said the change provides "the missing piece in a patient's treatment journey and will now see seamless access to locally-produced medicinal cannabis products from farm to #pharmacy,” according to CNN.

Marijuana May Improve Cognitive Performance, New Study Finds

Ever since the federal government began passing a series of laws that made #marijuana illegal in the first half of the 20th century, one of the big arguments opponents make revolves around #cannabis severely inhibiting brain function.

A new study finds that may not be the case with #medicalmarijuana. Furthermore, the reverse might actually be true.

In a recently released report, researchers at McClean Hospital in Belmont, Mass., focused on the impact of medical marijuana on executive functions. These include areas such as cognitive flexibility, #memory, Inhibition control and ability to focus attention.

Researchers found a result that opposes the long-held conventional wisdom on marijuana. “After three months of medical marijuana treatment, patients actually performed better, in terms of their ability to perform certain cognitive tasks, specifically those mediated by the frontal cortex,” Dr. Staci Gruber,. director of the hospital’s Marijuana Investigations for Neuroscientific Discovery, said in a statement.

According to McClean Hospital, an affiliate of the Harvard School of #Medicine, the study is believed to be the first to examine the impact of medical marijuana on cognitive functions. Researchers selected a test group which had not used marijuana in at least the last 10 years and tested their cognitive skills. They then were tested again after three, six and 12 months of medical marijuana use.

In addition to higher scores on executive functions, those who participated in the study reported improvement in their medical conditions. They also reported sleeping better and using less prescription medications. For example, study participants reported a 42 percent reduction in the use of opiates.

Researchers plan on continuing the study for two more years, further exploring the long term effects of medical marijuana on #brain function.
